Workforce management as distribution of authority and control of performance
Workforce management includes all the tasks of creating a productive and satisfied workforce, including payroll and benefits, human resources administration, time and attendance, career planning, talent management, training management, forecasting and scheduling.
Because of the limitations of time and availability, managers cannot perform every task on their own. Therefore, they hand over a certain amount of tasks to their employees. Authority is the power that a manager has for using organizational resources. Managers receive authority in their position and this leads to a formal way of organization. Responsibility means that the individual has to answer for the results of a task which is about to be performed.
The function of managers is to group the activities of the enterprise and to establish authority, responsibility and relationships among them. To achieve this it is necessary to create a structure that is the best for the organization's objectives and other internal and external factors. The best structure enables the organization to communicate effectively with its environment, to efficiently direct the efforts of its people, to make good use of its resources. Managers have to set up a mechanism to coordinate the work of members into a unified whole by establishing relationships of authority and responsibility: In course of this, they have to hand over their tasks and authority to others.
Workforce management software: a system for task distribution and control of efficiency
In a similar manner, workforce management software plays an important part in controlling the effectiveness of the organization and making changes to keep up or increase effectiveness. In case of a workforce management software, it is important to underline that organizing is a process with many steps. It involves detailing all the work that must be done to realize the objectives. Another essential term is differentiation, which means dividing the total workload into activities that one person or a group of people can logically and comfortably perform. Another important task is the grouping of related tasks in a logical manner.
This organizing process results in a structure that makes it easier to perform tasks in a unified way. However, the final structure shouldn't be static or inflexible. Since structure is based on plans, a major revision of plans may give birth to a corresponding change in structure. Organizing and reorganizing are continuous processes in workforce management software. Successful organizations continuously check the appropriateness of their structure and change it in accordance with feedback coming from the environment.
